I'm thinking about adding batt insulation over blown in insulation. I'm pretty much just wondering about the vapor barrier thing. Why does batt insulation have a vapor barrier or if not you are suppose to put down strips of vinyl and nothing is used with blown in insulation?

I have 2 kitchens one in basement and one up stairs. they sit over each other except the water lines on the one up stairs sits outside the house and they always freeze. Last week that line burst and cause tremendous damage to the kitchen in the basement. All the installation was removed. Will it be better to use a blowned in installation to penetrate behind the pipes because it sometimes get below 20 degrees which even with the other installation my pipe burst anyway? I was reading somewhere that said that blown in installation had to be at a certain temperature.
