Insulating Attics: What's the best way to "break" the vapor barrier?

    I've often seen faced insulation bats in attics with the vapor barrier up. Why people do this, I don't know, but I wonder what's the most effective and efficient way to deal with this. Can one just slice through the paper at a number of intervals? What kind of spacing might I need to consider on the slicing? Or does the paper facing need to be removed altogether?
